It's not always the number of hits a page gets or how fancy or cutting edge it is. A business site can receive very few hits and still be a main part of the daily operations of the company; email, orders, product announcements.
A personal site can be shared with a small group that grows by word of mouth.
Not that hits are never important but there are other criteria.
